Nota Bene:
The Catholic Directory of the Diocese of Bacolod 2008 indicated 1755
as the foundation of the San Sebastian Catholic Community. The date could be a
typographical error. In this study, the researcher have chosen the year of
foundation consistent with the year when
the first priest stayed with the community according to verified documents and
other historical sources. The date 1818 is chosen as the date of its erection as a parish following the lead
of Manila Archbishop Basilio Sancho who converted to parishes the missions
attached to the diocese of Manila
in 1776 and followed by other bishops. In the sixteenth century the catholic
communities were identified as: parishes, mission-parishes (administered by the
religious and self self-sufficient as a parish) and active parishes (mission
parish still in the stages of development).
Before Archbishop
Sancho’s arrival almost all ministries in the Philippines were mission- parishes;
after his arrival, the parishes outnumbered the missions (Fernandez, 1988).
Following the logic above, the San
Sebastian ministry was already a mission-parish in
1895, thus, it was separated from Saravia and Manapla parishes respectively.
And since, the religious were allowed to declare a parish their mission-parish in 1776, it is safe to claim
with no fear of contradiction that San
Sebastian ministry was already a parish in 1895. In
the Diocese of Bacolod Directory 2008, there is no date for its erection as a
parish, the explanation above is sufficient to clarify this. The Code of Canon
Law of 1917 stipulated the rules of parish erection and clarified by the new
Code of Canon Law of 1983. Ergo, the parishes established after 1917 have
formal Episcopal rituals and rubrics for the benefit of the Parish community
but not before these two laws were implemented.
Introduction
The San Sebastian parish had been the central parish of the
diocese being the seat of the ecclesiastical authority of the five bishops of
the diocese of Bacolod :
Casimiro Lladoc [appointed June 23, 1933], Manuel Yap [appointed March 5, 1952],
Antonio Y. Fortich [appointed January 13, 1967], Camilo Gregorio [appointed May
20, 1989] and Vicente Navarra[appointed May 24, 2001]. The kaleidoscophic chronicle of Bacolod as a diocese
started on its erection on May 4, 1933. Almost all major events of the diocese
were held on this parish church.
In this parish, the
seat of ecclesiastical authority had been located since 1933. The evolution of
physical structures in this parish had been monumental. The reconstruction of
the bishop’s house which was burnt down in 1985 revived the ecclesiastical
landscape. The three-story convent of
the parish which was constructed in 2006 was considered the most colossal
ecclesiastical convent in Negros island in
contemporary time. The bustling daily activities of the parish office could be
analogous to most governmental agencies.
The parish has been
considered the urban- training- ground of most neophyte presbyters who became
faithful and successful in their rural assignments. It has also been the
redeeming feature of the diocese for few clerics with a bit of hitches in their
appointments. The history of the parish stretched back as early as 18th
hundred. Since literatures had been written on the events before 1933, the
researcher found it fit to give a synoptic chronicle starting 1933.
The Phenomenological
Church
1933-1940. The first Filipino bishop of
Bacolod , Bishop
Cassimiro M. Lladoc of Sorsogon put up the necessary diocesan structure. The
San Sebastian Parish was made the model parish for the implementation of the
diocesan social and spiritual programs.
On December 9 to 12,
1936, the first Diocesan Congress was held was held and the culminating
activities were held at the Bacolod Public plaza. Fr. Silvestre Sancho, Rector
Magnificus of the Royal and Pontifical University of Santo Tomas, delivered a
prolonged but well-applauded discourse on the significance of the event (Guanzon,
1993).
1941-1950.
World War II brought with it hardships and pain to the parishioners of the
central parish of the diocese. They were wrenched between the possibility of
Japanese brutalities if they stay in the parish and the unquestionable
certainty of starvation if they wandered to the mountains.
Fr. Antonio Y.
Fortich was the assigned as parish priest of this parish in April 24,
1944. This was the first parish where
Fr. Fortich was assigned. Fr. Tony came
to be known as the priest of the poor.
1951-1960. Bishop Manuel Yap strived for the spiritual consolidation of the
clergy, religious and lay people through retreats and spiritual renewals. The Cursillo de Cristianidad movement came to
the San Sebastian
parish in the late 1950. The parish through their priests involved itself with
some social and political issues like the “divorce bill” and the “Korean War”.
1961-1970. The changes brought about by
the Vatican II in 1965 had slowly but definitely affected the liturgical and
sociological consciousness of the parishioners of San Sebastian . It being the central parish
was being looked upon as the model of the new development in the Catholic
Church. The Latin Mass was translated
into the vernacular which was the language of the congregation. Oppositions and frictions did exist among the
parishioners as well as the priests.
In the 1960’s Fr.
Antonio Y. Fortich was appointed as spiritual
director of the phenomenal Cursillo de Cristianidad movement in 1965 which
generally cater to the rich and the
Barangay sang Virgen which generally accommodates the ordinary people. The
later was a diocesan born organization. The movement had such an a positive effect
especially to men members that they became more responsible family members and
law abiding citizens. It also had a
drawback, some members were accused of having a holier-than thou attitude which
was an effect especially felt by members who were just new to the movement and
the church. The religious movements and associations were animated in a way by this movement. Many of the San Sebastian parishioners joined this
movement.
On January 13,
1967, the former Parish Priest of San Sebastian, Fr. Fortich was appointed as
third Bishop of the Diocese of Bacolod.
It was the start of the evolution of this parish from a devotional
church to a charitably-socially-conscious church.
1971-1980. The declaration of
Martial law had brought chills to the parishioners. Some priests assigned to the parish had began
organizing the people and conscienticizing them about their faith and their social
obligations. The community area of Banago which was organized by Fr. Allan
Abadesco came to life with the cause of the promotion of the rights of the of
the common-tao. But sometimes action alone with negligence to the aspect of
spirituality could bring confusion. One of the then active lay leaders of Fr.
Allan was Mr. Marapo who was lately killed and was alleged to be an active
member of the New People’s Army. In the late 1970s the Community Area of Bata was organized by a friendly
and conversationalist Cebuano, Fr. Gregorio Patino. He put up the Chaplaincy of
the area and successfully organized the faithful. Bata community was considered
the most organized community when it comes to church spear-headed activities.
The San Sebastian parish came
into limelight because it was the seat of the Philippine’s most popular bishop
of the time. Bishop Fortich was loved and known especially by the poor. He changed the tag of the Bishop’s Palace to the Bishop’s house knowing that the ordinary
people do not live in a palace but just struggling to have a decent house. He
opened the Bishop’s House to ordinary people to the extent that the Plaza
people up until now could recall the banquets that they share with the bishop
of the masses. Everything that was happening with the controversial but
well-loved bishop was also connected
with the parish because the priests then were always congregating at the parish
and the bishop’s house. He won the Ramon Magsaysay award for public service in
1973.
1981-1990. The coming of Pope John Paul
II, the most popular pope of the Catholic Church, on February 21, 1981 was the
essence of this decade. The parish of San Sebastian became the
focus of anticipations, preparations and undertakings. The families of the
parish open their homes to the faithful of different parishes, chaplaincies and
communities. This event of the parish, possibly, would never be replicated in
one’s life time. The event was considered the greatest gathering of the
faithful in this parish and in the whole of Negros
island. The organized rural workers of the parish were given hope by the pope’s
message of affirmation of their struggle and support in their peaceful means of
attaining the goal. Bishop Fortich was accused by some planters as muddling the
Pope’s message of peace by inserting political struggle on the piece. The
pope’s presence and message brought hope to most but conflict to a few. The
accusation that Bishop Fortich was a liberation theologian in the sense of
Leonard Boffe was escalating. This led
to the mysterious burning down of the Bishop’s House in 1985 and the
grenade-throwing in his temporary-humble- residence at the Domus Dei in 1987.
Bishop Gregorio was
appointed as prelate of Bacolod
on May 20, 19989. He took over the
shepherding of the diocese from the very healthy and active-but-was-retired-Bishop
Antonio Y. Fortich. Bishop Gregorio was installed at the San Sebastian Parish
Church on July 27, 1989.
1991-2000. The parish had a
lot of changes with the coming of Bishop Camilo Gregorio. He swerved away from
the basic ecclesial community formations and moved forward to the lay
organizations. This seeming amnestic approach to the historical struggle of the
Bacolod Christian communities did make deleterious impact to the subscribers of
the cause but had an optimistic impression on new personalities. But most
priests were very cordial and cooperative on the new approach. The reception of
the priests of the diocese to Bishop Camilo was considered monumental among
other welcome of the incoming bishops. He was known to be prayerful gentleman
and always seen kneeling before the Blessed Sacrament.
2001-2009: The parish of San Sebastian mourned the death of its former
Parish Priest and Bishop Antonio Y. Fortich on July 2, 2003 at 8:15 A.M. The President
of the Philippines ,
Mrs. Gloria Arroyo and other civil, religious personalities attended the
memorial service. National papers dubbed
the occasion as ephemeral unity of rightists and leftists, the military and the
left-leaning groups.
Msgr.
Rivas when he was Parish Priest of San Sebastian professionalized the parish
offices. He initiated the construction of a three-storey building which now
(May 2009) housed the parish offices and other important areas of the parish
and the diocese. The pro-poor padre’s
popularity with the economically challenged and the affluent caused him top
have many socially relevant projects which would require another study to be
given justice of their relevance to parish life. Msgr. Rivas came to be known among the
clerics and laity as openly defended Bishop Fortich from insinuations of accumulating personal assets.
The coming in of a
new bishop on May 24, 2001 had changed the pastoral thrust of the diocese and
thus immediately the central parish. From the more cultural and renewal-group
trends to the more socio-political thrust. Bishop Vicente Navarra was conscious
of the history of his new assignment. The
bishop led the San Sebastian Parish in the fight against corruption: political
and moral. The parishioners were
educated about their rights and duties as citizens and taxpayers thus, the need
to be vigilant about alleged government questionable dealings either in local
politics or national politics.
He tried to make
sure that consultation with priests and dialogue with the laity be enhanced.
This led to the holding of the Second Diocesan Synod in 2005 and its
implementation in 2006.
The
Church of the Poor
The San Sebastian parish included the parishioners
who were rich and the majority who were poor. The parish comprised the
different kinds of physical poverties. The unfortunate poor who were born among
irresponsible parents and left to mend for themselves as children and
youngsters. They could be seen around
the parish begging, sniffing Rugby or allowing
themselves to be physically abused in order to weld body and spirit together.
And those who are poor due to their own bad choices.
The parish concern
for the poor was manifested in its concerns for the spiritual and economic
response top the surrounding ministries which later became parishes of Bata,
Fatima, Sto. Niño, Abad, Bakyas, Mansilingan and other smaller ministries. The Parish of San Sebastian had consistently
worked for the economically challenged members of its community. There had been livelihood programs and other
